William G. Muntean, Trade Policy Officer – South America Bilateral Trade Policy and Programs, Bureau of Economic, Energy and Business Affairs, U.S. Department of State
Topic: Trade Growth in the Americas: Impact of Congressional Decisions on U.S./Free Trade Agreements

As the responsible officer for all bilateral trade issues with South America, Mr. Muntean will provide firsthand knowledge and his perspective on what is next for free trade initiatives and agreements in the United States, and the potential impact on the growth of the hemisphere’s international trade flows. He will update the audience on the status of the pending free trade agreements with Peru, Colombia and Panama. Also he will discuss the implementation of the Chile Free Trade Agreement as well as U.S. trade issues with Mercosur and its constituent countries.

Topic: The SAFE Ports Act – 10 + 2 Equals More than Just 12
The SAFE Ports Act of 2006 created several new Homeland Security Initiatives that will dramatically impact the global supply chain, specifically for the maritime industry. One of the most significant impacts will be the requirement for Advance Data Submission (the secure filing, or 10+2 filing) which will alter the way goods are shipped to the U.S. An in-depth discussion on this issue will be presented (i.e. current status of 10+2, how it will work, and what we can expect).

Dominican Customs wants CSI at two Ports
The Dominican Customs Agency (DGA) told local reporters that it is working to get the United States Authorities to certify its ports at East Haina and Puerto Plata as Container Security Initiative ports to give the country three certified terminals. DGA Director Miguel Cocco reported that five United States Customs Service specialists came to the country to visit the ports to obtain information on the administrative organization and operations in the East Haina terminal. He told the U.S. delegation that the DGA will do what is necessary to get the 2 ports certified in the shortest possible time. The two ports, together with the one at Caucedo, move most of the country’s freight traffic. Cocco said “Customs is committed to acquire the X-ray machines within 3 months, so that East Haina Port can complete the requirements of the CSI program”. www.floridashipper.com

Ferry to offer Inter-island Link
Port of Spain ship agents, Global Steamship Agencies, is preparing plans to put the 2,558 tonn steel hulled Canadian-built ferry Caribbean Rose, into service in Trinidad. The Caribbean Rose has been refurbished after it was decommissioned from its run among ports in Eastern Canadian provinces. According to reports, Caribbean Rose can carry 300 passengers, both in cabins and seating arrangements. There is room for 55 vehicles and 400 tons of general cargo. George James of Global told local reporters that agents have been retained in Barbados, St. Lucia, St. Vincent, Grenada and Dominica as well as two ports in Venezuela. Options are to venture further to Puerto Rico and Guyana. The ferry will have a CARICOM crew, and James said he would have no objection to union representation.
