U.S. Congress sets 2012 deadline for container scan-all
On July 19th, U.S. Congress agreed that within five years, all cargo containers bound for the United States will be scanned before loading aboard ships at foreign ports. U.S. Senators and Representatives met to put the remaining recommendations of the 9-11 bill into effect and approved the controversial language offered by Rep. Bennie Thompson, D-Miss., chairman of the House Homeland Security Committee. Trade industry representatives who lobbied against the proposal were disappointed, but not necessarily surprised. The scan-all idea has been pushed hard by Democrats since they took control of Congress in January. The proposal would require all containers to be checked for radioactive materials and scanned with x-ray or gamma ray technology by July 1, 2012, unless a port is given an extension by the Department of Homeland Security. www.floridashipper.com

Canada in free trade talks with CARICOM
Prime Minister Stephen Harper of Canada has been touring the Caribbean seeking a stronger Canadian role in the Americas including free-trade negotiations with the 15-nation Caribbean Community (CARICOM). Canada already is a major investor in the Caribbean. A free trade pact with CARICOM would be Canada's fourth free trade zone in the Americas, after the NAFTA agreement with the U.S. and Mexico, and similar deals with Chile and Costa Rica. Canadian investment in CARICOM nations currently exceeds $60 billion and is primarily from Canadian banks and insurance companies. Caribbean countries earn much of their foreign revenue from taxes on imported goods, and tariffs remain high. Free trade would reduce those tariffs for Canadians. But many underdeveloped Caribbean nations fear free trade, worrying that economic integration with a large, rich country like Canada would overwhelm them. To calm such fears, Harper has pledged a $600-million package of education, disaster-support and other aid incentives to the region, the papers reported. www.floridashipper.com
